Strategy

The “AI+” Opinions (Aug 2025) target over 70% adoption of AI devices and agents by 2027 and over 90% by 2030. The 15th Five-Year Plan (2026–2030) applies AI+ to six areas and prioritises self-reliant compute.

Regulation

No comprehensive AI law; the national legislature lists it only as a research topic for 2026. AI content labelling rules have applied since 1 Sep 2025, and rules for AI companion chat services since 15 Jul 2026.

Compute

The US allows H200 sales case by case with a 25% tariff (CNAS), but Beijing discourages buying them. Huawei’s Ascend 950 is shipping; high-bandwidth memory supply is the main limit on output.

Key labs

DeepSeek, Alibaba (Qwen), Moonshot AI (Kimi), Zhipu / Z.ai (GLM), ByteDance (Doubao), Baidu (Ernie).

Notable models

DeepSeek-V4-Pro (Aug 2026), Qwen3.8-Max (open weights Aug 2026), Kimi K3 (Jul 2026), GLM-5.3 (Aug 2026).

What to watch

Any chip or AI outcome from this week’s Trump–Xi meeting; the Qwen4 launch; whether Huawei can raise Ascend output.
