Strategy
The “AI+” Opinions (Aug 2025) target over 70% adoption of AI devices and agents by 2027 and over 90% by 2030. The 15th Five-Year Plan (2026–2030) applies AI+ to six areas and prioritises self-reliant compute.
Regulation
No comprehensive AI law; the national legislature lists it only as a research topic for 2026. AI content labelling rules have applied since 1 Sep 2025, and rules for AI companion chat services since 15 Jul 2026.
Compute
The US allows H200 sales case by case with a 25% tariff (CNAS), but Beijing discourages buying them. Huawei’s Ascend 950 is shipping; high-bandwidth memory supply is the main limit on output.
