Strategy
The Hightech Agenda aims for 10% of economic output to be AI-based by 2030. At the Aug 2026 cabinet retreat the government set goals to double data-centre capacity and quadruple HPC and AI capacity by 2030.
Regulation
The AI Act implementation law passed the Bundestag in June 2026 and is now in force. The Bundesnetzagentur is the central market surveillance authority, with an AI oversight chamber and test sandboxes.
Compute
JUPITER at Jülich is Europe’s first exascale system, with about 24,000 Nvidia GPUs. Deutsche Telekom and Nvidia opened a €1bn Industrial AI Cloud in Munich in Q1 2026.
