OpenAI signed four agreements with Abu Dhabi organisations on 2 November, witnessed by Crown Prince Sheikh Khaled bin Mohamed bin Zayed after he met chief executive Sam Altman, according to the Abu Dhabi Media Office.
The biggest is in energy. ADNOC, the state oil company, will work with OpenAI and Inception42, a G42 subsidiary, to bring OpenAI’s models into its operations to support operational, investment and commercial decisions. The Media Office calls ADNOC the first energy company to deploy OpenAI’s frontier technology. The models will run on inference infrastructure inside the UAE.
The Abu Dhabi Government and OpenAI also launched a “Machine-Readable Government” initiative. It turns selected policies and regulations into a form AI systems can read, so they can help officials check compliance for permits and certificates, while officials keep the final decision. The first pilot, on food imports, is already live with the Abu Dhabi Agriculture and Food Safety Authority.
The other two deals cover AI for investment analysis with Mubadala and Inception42, and a five-year agreement between Inception42 and OpenAI to spread AI across government, business and education in the UAE.
No financial terms were disclosed. The deals add to OpenAI’s existing UAE work, including the Stargate UAE data centre cluster being built by G42.
